Noel Starblanket is a former Chief of the Assembly of First Nations (formerly National Indian Brotherhood) and the Federation of Saskatchewan Indian Nations (now Federation of Sovereign Indigenous Nations). In 1972, Noel was instrumental in Indian Control of Indian Education which is a policy paper that signifies the importance of education and the relevance to the philosophy and needs of the Indigenous people.
